Innovation Interrupted: The Gender Divide in Research Funding

Have you ever poured your heart into something, only to see it rejected? That sting of disappointment is something many women researchers know all too well—especially when it comes to securing funding for their ideas. As someone who has faced rejection for research / innovation grant applications (5 rejections in the past 6 months alone!) I’ve often wondered: Is there bias at play? Or is it just the brutal competition?

The truth isn’t simple, but the data tells us one thing loud and clear—women researchers are still climbing uphill when it comes to funding. And this isn’t just about fairness; it’s about missing out on groundbreaking ideas that could reshape industries and solve real-world problems.

The Numbers Don’t Lie

Let’s start with some hard facts. Across the globe, women researchers face systemic barriers—not just in representation but also in funding. Here’s how the situation looks:

United States

  • Women represent 42% of researchers, according to a 2024 Elsevier report. But when you zoom into business and economics research, only 25-30% of faculty positions are held by women (American Economic Association, 2023).
  • The funding gap? Women receive 30-37% of research grants, leaving a significant chunk of opportunities untapped (Elsevier, 2024).
  • NIH data reveals that women receive, on average, $41,000 less per grant than men—a stark disparity even in women’s health studies.

Australia

  • Women submit more grant applications (52%) compared to men (35%), yet men are more likely to request larger grants (49% vs. 36%). While women have higher success rates for smaller grants (32% vs. 20%), they face challenges with larger funding requests.
  • The National Health and Medical Research Council (NHMRC) introduced quotas ensuring 50% of grants go to women, a promising step toward equity.

Europe

  • In Europe, only 9% of inventors are women, and 98% of EU-funded projects fail to integrate a gender dimension.
  • Women-led consortia in pan-European funding schemes receive lower scores from reviewers despite no evidence of lower competence—highlighting systemic bias in evaluation processes.

India

  • According to the Department of Science and Technology (DST), women constitute 16.6% of researchers directly engaged in R&D activities in India. This figure highlights a significant underrepresentation of women in research overall, despite government efforts
  • While India has launched several initiatives to support women researchers, such as the SERB-POWER program and Women Scientist Scheme (WOS) under the KIRAN initiative, there is indeed a lack of comprehensive and publicly available data specifically tracking women’s participation in research funding across disciplines.
  • India is also  making strides with initiatives like Startup India and Atal Innovation Mission, but data specific to women in research funding remains scarce. Funding for women-led startups in India increased by 93% from 2023 to 2024, reaching $0.93 billion USD. However, this growth focuses more on entrepreneurship than academic research.
  • Gender budgeting practices in India often focus on broader categories like health, education, and employment but do not allocate sufficient resources specifically for women in research
  • Persistent patriarchal attitudes and systemic biases within the scientific community may also contribute to the underrepresentation of women in leadership roles and decision-making positions related to funding allocation.

Globally, UNESCO estimates that women make up less than 30% of researchers, with significant disparities across fields. And when it comes to business and economics? The numbers are even lower.

Why Does This Matter?

Okay, so women get less funding—why should we care? Because this isn’t just about fairness or equality (though that should be reason enough). It’s about what we’re missing out on when we don’t fund women-led research.

Imagine this: fewer women-led projects mean fewer insights into women’s experiences in entrepreneurship or leadership. It means we’re missing out on innovative approaches that could reshape industries or tackle pressing social challenges. It also means research frameworks continue to be designed without critical gender perspectives—which leads to biased methodologies and incomplete findings.

In short, the funding gap doesn’t just silence voices—it limits our understanding of the world. And that hurts everyone, not just women.

The Ripple Effects

Here’s what happens when we don’t fund women researchers:

  1. Missed Opportunities: Women bring unique perspectives to research—whether it’s exploring entrepreneurial challenges or tackling economic disparities. When they’re underfunded, those ideas never see the light of day.
  2. Bias Reinforcement: Without diverse voices shaping research frameworks, biases creep in—and stay there. This leads to policies and programs that don’t fully address real-world challenges.
  3. Innovation Bottleneck: Female-led startups deliver higher ROI (35%) than male-led ones but receive significantly less venture capital funding—an undeniable missed opportunity.

Is There Bias?

Studies suggest systemic bias may play a significant role in grant evaluations. Here are some key findings that highlight the issue:

  • Lower Scores for Women Despite Similar Success Rates: Female applicants with comparable past success rates to male counterparts often receive lower scores from reviewers, while male applicants with less experience are favored. This pattern has been observed in multiple countries (Severin et al., 2020;12).
  • Male Reviewers Favor Male Applicants: Male reviewers tend to award higher scores to male applicants, contributing to systemic disparities in funding outcomes across fields (Bianchini et al., 2022;23).
  • Women-Led Teams Receive Fewer Grants: In Australia, women-led research teams received significantly fewer grants compared to men, with cumulative funding awarded to women-led projects totaling A$7.4 billion versus A$19 billion for men-led projects over two decades (NHMRC, 2023).
  • Women Receive Less Total Funding Globally: An international review spanning 45 years found that women accounted for just 24% of awarded grants and received about half the funding per grant compared to men—US$342,000 for women versus US$659,000 for men (Nature, 2023)

These findings underscore how implicit biases and systemic barriers can disadvantage women researchers at every stage of their careers.

However, progress is being made. For example:

  • NHMRC quotas ensure half of their grants go to women—a direct intervention addressing gender disparities.
  • Horizon Europe has increased participation of women-led consortia from 23% to 31% since its inception.

What Can We Do About It?

  6. Collaborate Across Sectors: Partnerships between academia, industry, and government can open new doors for funding—and drive innovation forward.
  7. Advocate for Representation: Gender balance on grant review panels and advisory boards is essential for equitable decision-making.
